Participating Railroads
The C3RS program began as a pilot program under the direction of the Volpe Center in 2007. In 2014, the FRA Human Performance Division assumed the lead on industry wide implementation. As of April 2019, there are over 22,000 railroad employees eligible to report safety issues and concerns to C3RS.

The Buffalo and Pittsburgh Railroad and the North Shore Group have joined the growing list of C3RS participants. The Port Terminal Railroad Association of Houston and Northern Plains Railroad will be implementing during the first quarter of 2020.
